This mission to Konoha carried immense weight.
It was also meant to be a surprise for Samui, a ce for her to finally return home. She hadn't even told Samui, wanting to avoid any potential leaks through the Heart-to-Heart unication Jutsu.

"…Let's focus on official business," Mabui said, shaking her head. "Samui's intel mentioned Konoha's Avengers Initiative, created to eliminate bounty ninja and their employers, correct?"
"Yes."
"Su endeavor requires more than just Konoha's participation to be effective," Mabui stated, pointing out a crucial fw.
